EAST KINGSTON — Four years after buying land for a new public library, the East Kingston Library trustees held a groundbreaking ceremony at the new site on Maple Avenue.
On Tuesday, Joanna Postle welcomed a crowd of about 30 people.
"We bought this land four years ago with the vision of a new library and we are so grateful to everyone who has supported the process and help make this dream a reality," Postle said.
After voters agreed to fund a new library in March, the Board of Selectmen refused to concede authority over the building project to library trustees. Both parties petitioned for a special Town Meeting with separate warrant articles addressing the parties' respective authority over the project.
In their petition, selectmen sought to hire a second architect to create new drawings and to re-enact the bidding process. Library trustees claimed selectmen were simply angling for control and wanted to unnecessarily duplicate architectural and engineering work already performed. At the special Town Meeting in June, residents resoundingly voted in favor of the trustees handling the project.
Trustee Conrad Moses declared the groundbreaking a "great event for the town's citizens."
Fifth-grader Julie Moore, who was present with a Harry Potter book in tow, said she was excited about the new library. "I love to read and the old library is too small to add any new books," Moore said.
The digging is well under way, with the framing for the foundation in place. Mike Todd, principal of Excel Construction, said everything has gone smoothly.
"A few weather delays, but nothing big," Todd said.
He said after the foundation is poured, underground plumbing will be installed, followed by the pouring of slab. Expected completion is in December.
Resident Dave Pendell, who is serving as the "owner-designated representative" for the project, concurred.
"Things have moved along as anticipated and without problems," said Pendell, who acts as liaison between the construction manager and the library trustees, similar to that of a clerk of works.
Fire Chief Alan Mazur and State Rep. Mary Allen, R-Newton, were on hand..
"I very happy for the people of East Kingston," Allen said. "They will enjoy this wonderful library for decades to come." |
